Use of Force

This field-level certification program is designed to acquaint participants with operational use of the ASP Tactical Baton, Tactical Restraints and/or Performance Flashlights. The training includes basic portation (carrying) and presentation (drawing) techniques as well as defensive application procedures. Certification acknowledges that the individual officer met a competency-based standard of knowledge and performance. 


Key Components


  1. Introduction to the Use of Force: Legal Frameworks: Understanding laws governing the use of force, including local and international regulations. Ethical Considerations: Balancing the need for safety with respect for human rights and dignity. Understanding Proportionality: Exploring the principle of using only the level of force necessary to address a threat. Case Studies: Analyzing real-world incidents to identify best practices and lessons learned.
  2. Situational Awareness and Threat Assessment: Observational Skills: Techniques for identifying potential threats before they escalate. Risk Assessment: Evaluating the severity and immediacy of threats in dynamic environments. Behavioral Cues: Recognizing signs of aggression, deception, and escalating danger. Activity: Participants engage in scenario-based exercises to practice identifying and assessing threats in controlled environments.
  3. Tactical Use of Force: Escalation and De-Escalation Techniques: Strategies for managing situations to reduce the need for physical intervention. Defensive Tactics: Practical training in non-lethal techniques, including restraint holds and defensive positioning. Use of Tools and Equipment: Proper use of non-lethal tools, such as batons, pepper spray, and tasers. Activity: Hands-on practice with tactical techniques in simulated conflict scenarios.
  4. Psychological and Emotional Preparedness: Managing Stress in High-Pressure Situations: Techniques for staying calm and focused when force is required. Post-Incident Protocols: Coping with the psychological impact of using force and managing the aftermath. Team Support and Reporting: Importance of debriefing, peer support, and accurate incident documentation. Activity: Role-playing exercises to simulate high-pressure scenarios, followed by group debriefings.
  5. Legal and Post-Incident Responsibilities: Incident Reporting: Best practices for documenting the use of force in compliance with legal and organizational policies. Cooperation with Investigations: How to respond to internal reviews or external inquiries following an incident. Minimizing Liability: Steps to reduce personal and organizational legal exposure. Case Study: Review of post-incident reports to identify effective documentation practices.



Delivery Method


The Use of Force course is delivered through a combination of classroom instruction, hands-on tactical training, and scenario-based exercises. Participants will learn from experienced trainers with backgrounds in law enforcement, military operations, and security consulting. Training sessions are conducted in professional facilities equipped with the tools and environments needed to replicate real-world scenarios.



Fitness Criteria


The following health and fitness standards are suggested, at a minimum, for the selection and qualification of individuals to participate in the ASP Use of Force Certification Program. These are general guidelines only, to illustrate the basic level of fitness required for successful completion.


  • No known heart or lung problems
  • No known bone or joint disorders
  • No history of back problems
  • Able to complete a one mile run in 12 minutes or less
  • Able to do 25 consecutive push-ups
  • Able to perform 50 consecutive bent leg sit-ups



Preparations


Regular exercise is recommended in preparation for participating in the program, with focus on:

  • Wrist, elbow and shoulder limbering and strengthening
  • Leg strengthening
  • Back limbering
  • Aerobic conditioning (fast walking, jogging, running, swimming and bicycling)



Required Personal Equipment


Each participant must bring the following equipment:

  • Pants suitable for training (e.g., uniform/tactical) with belt
  • Duty belt and belt keepers
  • Athletic protector (optional)
  • Shoes with good lateral and linear support (running shoes is fine)
